Planning Implementation and Permitting Branch

The Regional Planning Programs Section, the Inland Planning Section and Coastal Planning Section make up the Santa Ana Water Board's Planning Implementation and Permitting Branch.

Regional Planning Programs Section

The Regional Planning Programs Section is responsible for the following water quality planning and program implementation activities within the Region: Water Quality Control Plan for the Santa Ana River Basin (Basin Plan), Basin Plan triennial reviews, and activities related to the discharge of dredged or fill material to waters of the state.

Inland Planning Section

The Inland Planning Section is responsible for the Integrated Report, Harmful Algal Bloom response, Surface Water Ambient Monitoring Program (SWAMP) coordination, and TMDLs within the Santa Ana Water Board’s jurisdiction of Riverside and San Bernardino Counties.

Coastal Planning Section

The Coastal Planning Section is responsible for California Environmental Quality Act (CEQA) documents review and TMDLs within the Santa Ana Water Board’s jurisdiction of Orange County

The Regional Board is a "responsible agency" in accordance with the California Environmental Quality Act (CEQA). As such, we receive copies of all CEQA documents (e.g., Notices of Preparation of an Environmental Impact Report, or "EIR," draft EIRs, final EIRs, etc.), submitted to the State Clearinghouse in compliance with the CEQA guidelines. We screen and catalogue CEQA documents we receive, and review and comment on those that appear to represent significant potential impacts to water quality standards. Due to space limitations, the Regional Board is not a repository of all CEQA documents it receives.
