Water Quality Control Plans (Basin Plans) and Policies for Water Quality Control (herein "Policies") have the legal force and effect of regulation because they are adopted under authority provided in statute using the same process of public comment, hearing, and approval by the Office of Administrative Law as is required for adoption of regulation.
