Annual Report

  • Annual Report Software

    The Annual Report software is available through the Merced County website.  The software was developed with contract and grant monies from the California State Water Resources Control Board.  It is designed to assist dairy producers in preparing Annual Reports, Waste Management Plans (WMPs), and Nutrient Management Plans (NMPs) required by Reissued Waste Discharge Requirements General Order No. R5-2013-0122 for Existing Milk Cow Dairies.

    The software available through the Merced County website is currently the required format for Annual Report submittals unless an alternative form has been approved by the Executive Officer.

    • Users will need Adobe PDF Reader software to view the report outputs and an e-mail address.
    • In order to access the program, you must log-in using your existing password that was used for entering information into the Preliminary Dairy Facility Assessment (PDFA) and NMP. 
    • Once you have entered the site Home page, go to the Annual Report section at the bottom of the screen to begin entering information into the program. 
    • Please read each page completely before entering data or text. Instructional lines are in red text on user entry screens.

  • Annual Reports are required to be submitted by 1 July each year.  The Annual Report needs to include:
    • Annual Report Form
    • Annual Groundwater Monitoring Laboratory Data, Chain of Custody Forms, and Laboratory Quality Assurance/Quality Control results for all supply wells, subsurface (tile) drainage systems, and monitoring well systems.

  • Electronic Submittal of Annual Reports
    • The Central Valley Regional Water Quality Control Board (Water Board) is implementing a Paperless Office system to reduce our paper use, increase efficiency, and provide a more effective way for our staff, the public and interested parties to view water quality documents in electronic form.
    • Dischargers or their representatives need to create a GeoTracker user account. Instructions for setting up an account and the process of claiming a site, formatting and uploading data, and other technical information can be found under the “ESI Overview”
      and “Getting Started” sections on the State Waterboard's Underground Storage Tank - Electronic Submittal of Information (ESI) web page.
    • Monitoring data and correspondence need to be in searchable Portable Document Format (PDF). Documents must be less than 100 MB to be uploaded to the GeoTracker database. If not, PDF file size reduction tools should be used to reduce the size of files larger than 100 MB.

Waste Management Plan and Nutrient Management Plan

  • WMP and NMP Software

    Software is available to complete the WMP and NMP, which is required by Waste Discharge Requirements General Order No. R5-2013-0122 for Existing Milk Cow Dairies.  Users will need Adobe PDF Reader software to view the report outputs and an e-mail address. In order to access the program you must log-in using your existing password that was used for your entering information for entering information into the PDFA. Once you have entered the site home page go to the WMP or NMP section to begin entering information into the program. Once in to the WMP/NMP program you can choose to import the information entered from the PDFA into the software; however, you will only have one opportunity to do this. If you choose not to import this information, the PDFA information will need to be entered again. Please read each page completely before entering data or text. Existing Conditions Report and Preliminary Dairy Facility Assessment Software

  • ECR and PDFA

    Software is available to complete the Existing Conditions Report (ECR) and PDFA. Users will need Adobe PDF Reader software to view the report outputs and an e-mail address. Once connected to the site you must visit the REGISTRATION PAGE to obtain a login and password that will be sent to you via e-mail. A single login and password pair is valid for only one facility. You may request and obtain numerous login/password pairs (as needed). Please read each page completely before entering data or text. Instructional lines are red text on user entry screens.
