Current Administrative Civil Liability Cases

Alleged Violation: Failure to submit technical reports.

Current Status: Settlement Agreement and Stipuated Administrative Civil Liability Order Adopted

Current Mandatory Minimum Penalty Cases

The San Francisco Bay Regional Water Quality Control Board and the City of St. Helena have entered into a proposed Settlement Agreement and Stipulated Order. The proposal would impose an administrative civil liability against the City of St. Helena in the amount of $378,000 for alleged discharge limit violations. The proposal would allow $196,500 to be suspended pending completion of a supplemental environmental project to replace aging sewer pipelines near Sulphur Creek in Napa County at risk of inflow and infiltration and leaking sewage. The public comment period is open until 5:00 p.m. on December 29, 2025.
