San Francisco Regional Water Quality Control Board – Public Meeting Guide

  • What is a Board meeting, and what is its purpose?
  • A Board meeting is a public session where the Water Board receives information, testimony, and comments, evaluates evidence, and makes decisions on matters within its jurisdiction. A public forum at the beginning allows speaking on non-agenda items. Comments should be concise. Written testimony must be submitted before the meeting; verbal comments summarize written material.

    It is not necessary to submit written material to participate in a board meeting.

  • Can I make comments at the meeting?
  • Yes, we ask that you register in advance so that we know to call on you during the forum as we manage to both in person and remote participants. The Chair will open the forum to anyone who has not registered once all regisered individuals have been heard.*

    The registration link can be found on the agenda for the upcoming board meeting.

  • How do I register to speak remotely?
  • Register online Board_Info/agenda | San Francisco Bay Regional Water Quality Control Board. By accessing the upcoming meeting agenda, specify the agenda item you wish to speak on and your phone number so we can promote you during the meeting. A confirmation email with a Zoom link will be sent once registered.

    Have Zoom or phone ready; follow agenda item order.

  • Agenda items, staff reports, and supporting documents are posted on the Regional Board Meetings page.

    Meeting materials are posted one week prior to the board meeting. All materials can be accessed via the meeting agenda.

  • Elihu M. Harris State Office Building, First Floor Auditorium, 1515 Clay Street, Oakland, CA

    We are located roughly 2 blocks from the 12th street Bart staion. There is no on-site parking.

  • When is the next Board meeting?
  • Board meetings are typically held the second Wednesday of each month at 9:00 a.m.

  • How do I register to speak in person?
  • Register online or at the registration desk outside the auditorium on the day of the meeting.

    The Board Chair or Board Clerk will call your name when it’s your turn to speak.

*Please note: Public Commentary can be delivered during the public Forum and should be no more than 3 minutes in duration. Commentary on agendized board items should be provided during that portion of the meeting rather than the public forum. Pending items on upcoming board meetings must be derferred to those specific meetings to allow for public participation.
