Section 401 Water Quality Certification Public Notice

1631 and 1633 Ralston Bank Stabilization Project


The San Francisco Regional Water Quality Control Board is currently reviewing an application for the following project for water quality certification under Section 401 of the Clean Water Act. We encourage public comments on the proposed work, which will be considered in the decision on certification. You may submit comments on this project to the staff member below.

Project Description:

During the 2022-2023 wet season, high flows in Belmont Creek eroded and scoured the creek bank along the residences of 1631 and 1633 Ralston Ave, Belmont, leading the bank to fail. As a result of the eroded banks, the top of bank at 1631 Ralston Ave sits 8 feet away from the residence. At 1633 Ralston Ave, top of bank now sits 13 feet away from the residence. In addition, portions of the flatwork along the top of bank were observed to be cracked, deformed, and slumped towards the creek. The purpose of the project is to stabilize the creek bank and protect the residences above
