Lafayette Reservoir Tower Seismic Retrofit Project

The San Francisco Regional Water Quality Control Board is currently reviewing an application for the following project for water quality certification under Section 401 of the Clean Water Act. We encourage public comments on the proposed work, which will be considered in the decision on certification. You may submit comments on this project to the staff member below.

Project Name:

Lafayette Reservoir Tower Seismic Retrofit Project
City/County:

Lafayette, Contra Costa County
Comment Period:

7/30/2024 - 8/19/2024
Project Description:

Seismic ground motion studies have determined that, under an MCE scenario, the connection between the conduits and the tower would be susceptible to cracking. This would create a potential for uncontrolled seepage and piping of the embankment material through the conduits because of the water hydrostatic head from the reservoir. If the tower and conduits were to experience major damage during an MCE, the damage could impede the ability to lower the reservoir, thereby inhibiting the District’s ability to draw down the reservoir in accordance with DSOD requirements. Because of its critical nature, the tower must be retrofitted to ensure that the controlled release of water from the reservoir may be maintained after an MCE. Therefore
