  • STORMS Seminar Series: "Talking Trash with Clean River Alliance" - Presentation by Chris Brokate
    The Storm Water Planning Unit at the State Water Resources Control Board is pleased to announce an upcoming presentation of the STORMS Seminar Series: "Talking Trash with Clean River Alliance" – Presentation by Chris Brokate, Founder of the Clean Water Alliance on Wednesday, May 9, 2018 at 1:00 PM.

    In 2014, Chris Brokate founded Clean River Alliance, which is a project of and fiscally sponsored by Russian Riverkeeper. After seeing the devastating effects of trash coming down the Russian River after heavy rains, Chris (a Sonoma County resident) formed a small group of volunteers to do river cleanups.

    Since the formation of the Clean River Alliance, their mission remains to remove trash from the Russian River Watershed and educate citizens about the problem of trash in our waters through public clean-up events. In 2017, the Clean River Alliance organized over 200 cleanup events, mobilizing over 1,000 volunteers to remove over 160,000 pounds of trash from the Russian River Watershed and Sonoma County coastal beaches. Clean River Alliance has also expanded its scope to include disaster response work (flood and fire), Caltrans Adopt-a-Highway programs, and homeless outreach to mitigate the effects of unsanctioned camping along the river and creeks. Clean River Alliance has been recognized by Sonoma County and state agencies for its dedication and commitment to protecting the environment.

    The Strategy to Optimize Resource Management of Storm Water (STORMS) Seminar Series is part of an ongoing effort by the State Water Board to share current information with the regulated community and public on storm water management strategies, tools to capture and use storm water runoff, and methods to improve storm water quality and watershed processes. This is the twelfth seminar in the STORMS Seminar Series.

  • Announcing the 2018 CFCC Funding Fairs
    The 2018 California Financing Coordinating Committee (CFCC) is pleased to invite you to attend any of the six FREE upcoming funding fairs.

    The CFCC was formed in 1998 and is made up of seven funding members: five state and two federal. The CFCC Funding Fairs provide opportunities to learn more about available grant, loan and bond financing options for infrastructure projects. These fairs are directed towards local government representatives, water and irrigation district managers, economic development and engineering professionals, financial advisors, and project consultants.

  • Training Opportunity:
    CASQA is sponsoring Trash Full Capture Equivalency and On-Land visual Trash Assessment (OVTA) Trainings for municipalities and non-traditional MS4s as they prepare to meet the requirements of the Trash Amendments. Over the next several months, four 2-day trainings will be held throughout California in Ontario, San Luis Obispo, Rancho Cordova, and Stant Rosa* (pending confirmation). Overview

The Municipal Storm Water Permitting Program regulates storm water discharges from municipal separate storm sewer systems (MS4s). MS4 permits were issued in two phases.

  • Under Phase I, which started in 1990, the Regional Water Quality Control Boards have adopted National Pollutant Discharge Elimination System (NPDES) storm water permits for medium (serving between 100,000 and 250,000 people) and large (serving 250,000 or more people) municipalities. Most of these permits are issued to a group of Co -permittees encompassing an entire metropolitan area.

  • On April 30, 2003, as part of Phase II, the State Water Resources Control Board issued a General Permit for the Discharge of Storm Water from Small MS4s (WQ Order No. 2003-0005-DWQ) to provide permit coverage for smaller municipalities (population less than 100,000), including non-traditional Small MS4s, which are facilities such as military bases, public campuses, prisons and hospital complexes. The Phase II Small MS4 General Permit covers Phase II Permittees statewide. On February 5, 2013, the Phase II Small MS4 General Permit was renewed and became effective on July 1, 2013.

Region-wide Permit

The Central Valley Water Board adopted a Region-wide MS4 Permit (Region-wide Permit) on 23 June 2016. Phase I MS4 permittees shall enroll under the Region-wide Permit as their current Individual permits expire and Phase II MS4 Permittees may choose to enroll.
