Revised Cleanup and Abatement Order No. R6-2025-0005 for Former Norma’s Cleaners, El Dorado County
Overview
One February 28, 2025, the Lahontan Water Board issued Revised Cleanup and Abatement Order Number R6T-2025-0005 (Revised CAO). The Revised CAO names Trestle South Tahoe LLC, Hurzel Properties, LLC, John O. Hurzel Family 1992 Trust, John O. Hurzel and Hattie Hurzel Family 1992 Trust, and Wing Tow Ong as “Dischargers” and orders the cleanup of discharges of solvent wastes from the Former Norma’s Cleaners (Site). The discharges have resulted in violations of prohibitions contained in the Water Board’s Water Quality Control Plan.
The Revised CAO is being issued to assess, cleanup and abate discharges originating from the Site. The Lahontan Water Board previously issued an Order to Submit Technical Reports in Accordance with Section 13267 of the California Water Code on May 10, 2019, to investigate and cleanup contamination originating from the Site. The Revised CAO requires the Dischargers to (1) Develop and Submit a Conceptual Site Model, (2) Develop, Submit, and Implement Site Investigation Work Plan(s), (3) Prepare and Submit a Human Health and Ecological Risk Assessment, (4) Conduct Remedial Actions, (5) Prepare and Submit a Public Participation Plan, (6) Conduct Groundwater Monitoring, and (7) Work must be completed in accordance with the Time Schedule set forth in Attachment A of the Revised CAO. These actions are needed to protect human health and the environment, and existing and potential beneficial uses, including the restoration of the drinking water aquifer for human consumption.
