Mitigation Site Selection Analysis for Poseidon Resources Marine Life Mitigation Plan, January 2011

On March 9, 2011 the San Diego Water Board adopted R9-2011-0028, a resolution approving the site selection and preliminary mitigation restoration plan for the Otay River Floodplain.

A mitigation site selection analysis has been submitted to the San Diego Water Board by Poseidon Resources. The results of the analysis identify proposed mitigation sites. The mitigation is required as a condition of R9-2009-0038 for impacts to marine life from the Carlsbad Desalination Project.

Order No. R9-2009-0038 amending Order No. R9-2006-0065 and approving the Flow, Entrainment, and Impingement Minimization Plan for co-located operation of the Carlsbad Desalination Plant.

On May 13, 2009, the Regional Board adopted Order No. R9-2009-0038, which amends Regional Board Order No. R9-2009-0065, NPDES No. CA0109223, Waste Discharge Requirements for the Poseidon Resources Corporation, Carlsbad Desalination Project, Discharge to Pacific Ocean via the Encina Power Station Discharge Channel. Order No. R9-2009-0038, including the adopted Responsiveness Summary, amends Order No. R9-2009-0065 to conditionally approve and require implementation of and compliance with the March 27, 2009 Flow, Entrainment and Impingement Minimization Plan.
