ELAP

The Environmental Laboratory Accreditation Program (ELAP) is responsible for implementing a sustainable accreditation program that ensures laboratories generate environmental and public health data to meet stakeholder needs. The data is used to demonstrate compliance with requirements of drinking water, wastewater, food for pesticide residues, shellfish testing, and hazardous waste sections of the California Health and Safety and Water Codes.

ELAP is part of the Division of Drinking Water at the State Water Resources Control Board and is overseen by Chief Christine Sotelo. The Environmental Laboratory Accreditation Program accepts application on a continuous basis, which results in monthly billing throughout the year. Fee unit staff issues invoices to labs for the items below:

Assessments: An assessment is required for all initial (new laboratory) applications, renewal applications, and for specific types of amendment applications. The assessment can be performed by an approved third-party provider or by a ELAP staff and must be completed before applying.

Annual Fees: ELAP Members must pay an annual fee for each approved Field of Accreditation (FOA) certification

Certification Renewals: Health and Safety Code section 100845 requires ELAP members to renew their certification every two years from the issued date.

Late Notices: When a complete renewal application was not received by its deadline, a late fee has been subjected to the following: 15% of the total application fee will be charged if the application was submitted after the due date or 30% of the total application fee will be charged if the application was submitted after the expiration date.

Amendments: When ELAP members request changes to the number of FOAs on their existing certification, it results on their owning an additional fee.
