Projects that involve discharges to waters of the state in more than one region are the jurisdiction of the State Water Resources Control Board (State Water Board). The following general order is under development for a multi-regional project.

Order for Waste Discharge Requirements and Water Quality Certification for the Pacific Gas & Electric Company’s (PG&E) Bay Area Operations and Maintenance Program (Order No. WQ 2023-0022-DWQ)

The Order, adopted April 4, 2023, provides coverage for PG&E’s Bay Area Operation and Maintenance Program activities required to maintain safe and operable electrical and gas utility infrastructure. The program includes discharges of dredged or fill material to all waters of the state, including federal and non-federal waters. Covered activities include activities required to maintain safe and operable electrical and gas utility infrastructure including operation and maintenance of PG&E’s gas and electrical transmission and distribution systems and minor new construction within the counties of Alameda, Contra Costa, Matin, Napa, San Francisco, San Mateo, Santa Clara, and Sonoma.
