Storm Water Grant Program (SWGP) - Proposition 4

Background

Proposition 4 (Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024) was approved by California voters in the November 2024 election. It added Public Resources Code section 91023 to state law. $110 million of general obligation bonds were made available as grant funding for multi-benefit urban storm water management projects. Grants are available to public agencies, local agencies, nonprofit organizations, special districts, joint powers authorities, public utilities, federally recognized tribe or a tribe listed on California Tribal Consultation List, local publicly owned utilities and mutual water companies for multi-benefit storm water management projects, pursuant to Public Resources Code section 90110.

Storm Water Resource Plans and Concurrence Review Process

Pursuant to SB 985 (Stormwater Resource Planning Act of 2014), a Storm Water Resource Plan (SWRP) must be developed for storm water and dry-weather runoff capture projects to  receive grants from a bond act approved after January 1, 2014. For information related to the SWRPs, visit the SWRP webpage. The SWRP web page also includes a list of SWRPs and FE-SWRPs that the State Water Board’s Division of Financial Assistance has reviewed and concurred with.
