Development of the Informal Draft Statewide NPDES General Permit for Pest Control Applications
State Water Board staff developed the informal draft Statewide NPDES General Permit for Discharges from Pest Control Applications to Waters of the United States (Pest Control Permit). The proposed draft permit consolidates the following four existing statewide NPDES general permits for residual pesticide discharges into one permit:
- Aquatic Weed and Algae Control Permit (Water Quality Order 2013-0002-DWQ)
- Vector Control Permit (Water Quality Order 2016-0039-DWQ)
- Spray Applications Permit (Water Quality Order 2016-0040-DWQ)
- Aquatic Animal Invasive Species Control Permit (Water Quality Order 2016-0041-DWQ)
Staff is also proposing to expand the regulatory coverage to include discharges of:
- Aerially applied rodenticides per CA Food and Agriculture Code Section 12978.7(f)
- Non-pesticidal products used for aquatic weed and algae management
Staff is issuing the informal draft permit for a 45-day public comment period and will hold two virtual public workshops to provide further information regarding the proposed informal draft permit on:
Thursday, October 16, 2025 – 10:00 a.m. to 12:00 p.m.
and
Tuesday, October 21, 2025 – 5:00 p.m. to 7:00 p.m.
No Physical Meeting Location
Both staff workshops will be conducted through Zoom only. Information for participating in the staff workshops is provided on Notice of Opportunity for Public Comments and Staff Workshops.
Note: The workshops may conclude prior to the times posted above if all comments have been heard.
