Water Rights Forms

The State Water Board’s California Water Accounting, Tracking, and Reporting System (CalWATRS) was released in 2025. CalWATRS was developed to modernize the way the State Water Board collects and manages water rights data and information. The system includes an improved method for users to submit forms, reports, and other information to the State Water Board and incorporates an electronic content management (ECM) system that will provide access to digitized records currently stored on paper.

CalWATRS

The State Water Board is in the process of moving forms into CalWATRS and some hard copy forms will no longer be accepted. The hard copy forms available on this web page are currently still accepted; however, you are encouraged to check this website periodically to see which forms must be submitted using CalWATRS.
