Backflow Tester and Cross-Connection Control Specialists Certification
The Cross-Connection Control Policy Handbook (CCCPH) requires that all backflow assembly testers and cross-connection control specialists used by public water systems, for purposes of compliance with the CCCPH, must be certified by recognized and accredited certifying organizations.
From July 1, 2025 to June 30, 2027, backflow assembly testers and cross-connection control specialists must be certified by a certification organization recognized in California to comply with the cross-connection control policy handbook requirements (CCCPH, §3.4.1(a), (c); and §3.4.1(a), (c)). Certifying organizations can apply with the State Wate Resources Control Board (SWRCB) to have their organization recognized.
Effective July 1, 2027, only certifying organizations accredited by ANSI to comply with ISO/IEC 17024:Conformity Assessment- General Requirements for Bodies Operating Certification of Persons can be used for compliance with the CCCPH (CCCPH §3.4.1(d) and §3.4.2(d)). ANSI accreditation requirements apply to certification and not to training courses.
Types of Applications for SWRCB Recognition and Due Dates
- Backflow Assembly Tester – To be recognized as a certifying program for backflow assembly testers in California. Due by July 1, 2025.
- Cross-connection Control Specialist – To be recognized as a certifying program for cross-connection control specialists in California. Due by July 1, 2025.

- A separate application must be made for backflow tester and cross-connection control specialist.

- Letter from psychometrician that evaluated certification examination and determined compliance with ISO/IEC 17024: Conformity Assessment - General Requirements for Bodies Operating Certification of Persons
- Statement of qualifications for psychometrician
- Please include a written statement, signed by the certifying organization's representative(s) having the authority and legal responsibility for operation of the certifying organization, attesting that the certifying organization will implement its certification program in a manner meeting or exceeding the criteria in CCCPH §3.4.1 or §3.4.2, if not included in the cover letter.
