Justin Baldwin and Mia Baldwin as Trustees of the Baldwin J and M Trust, Humboldt Spirit Inc., and Sprowl Creek LLC (the Dischargers).

Proposed Order No. R1-2026-0050 is a conditional settlement offer to the Dischargers for their failure to comply with the deadlines in Cleanup and Abatement and Investigative Order No. R1-2023-0042. The Proposed Order extends the deadline to fully implement an approved Cleanup Restoration and Monitoring Plan (CRMP) by October 15, 2028 and to submit a CRMP Completion Report by December 14, 2028. The Proposed Order prescribes administrative civil liability of $5,830 per day of violation up to the maximum liability of $116,592 for failure to implement the CRMP and $349 per day of violation up to the maximum liability of $6,980 for failure to submit the CRMP Completion Report by the deadline. Proposed Order No. R1-2026-00XX is a conditional settlement offer to Aaron Lieberman, Paradise Valley, LLC, Northland Management Group, LLC, and North Coast Investment Group, LLC for a reporting violation of Order No. R1-2024-0047 (Cleanup and Abatement and Investigative Order) and subject to total proposed liability of $7,500, as included in the Proposed Order R1-2026-00XX. The 30-day public comment period on the proposed order opened on April 29, 2026 and ends on May 29, 2026.
