305(b)/303(d) Integrated Report

About the 305(b)/303(d) Integrated Report
The 305(b)/303(d) integrated report documents a comprehensive review of surface water quality. Where available, data are examined for each waterbody to determine if the amount of a pollutant in a waterbody supports or impairs a broad range of uses of water. The 305(b) report assigns a USEPA approved Condition Category to all examined waterbody segments, dependent on the the conclusions of this assessment. Waterbodies where a pollutant load impairs a beneficial use (Condition Categories 4 & 5) are placed on the 303(d) list of Impaired Waters. Placing a waterbody on the 303(d) List generally triggers the development of a Total Maximum Daily Load (TMDL). In some cases, other regulatory programs will address the impairment instead of a TMDL.
Regional Water Quality Control Boards go through this comprehensive review for surface waters within their Region, which the State Water Resources Control Board (State Water Board) combine into a single statewide report. The statewide report is produced every two years for a portion of the Regional Water Boards (those that are “on cycle”) and each Regional Water Board is “on cycle” every six years. The next comprehensive report for the North Coast Regional Water Quality Control Board is expected to be completed in 2026.
The 305(b) report is submitted by the U.S. EPA to the U.S. Congress. The 303(d) list is approved by the State Water Board before being submitted to the U.S. EPA for approval.
Each integrated report is generally developed over four years. Since the 2020-2022 California Integrated Report cycle, the State Water Board has been administering the public process, including board hearings and development of the integrated report. The Regional Boards no longer conduct individual board hearings and public comment periods. 2028 Integrated Report
No new data will be assessed by the North Coast Regional Water Quality Control Board for the 2024 Integrated Report. Therefore, no revision to the North Coast Regional Water Board's 2026 305(b) report or 303(d) list is anticipated.
The 2028 Integrated Report is a compilation of region-wide assessments by the Central Coast (Region 3), San Joaquin River Delta and Tulare Lake Basin in the Central Valley (Region 5), and San Diego (Region 9) Regional Water Quality Control Boards.

2026 Integrated Report
The North Coast Regional Water Quality Control Board will assess new data for the 2026 Integrated Report.
The 2026 Integrated Report is a compilation of region-wide assessments by the North Coast (Region 1), Lahontan (Region 6), and Colorado River Basin (Region 7) Regional Water Quality Control Boards and an assessment of the San Joaquin River watershed by the Central Valley (Region 5) Regional Water Quality Control Board.

2024 Integrated Report
No new data will be assessed by the North Coast Regional Water Quality Control Board for the 2024 Integrated Report. Therefore, there will be no revisions to the North Coast Regional Water Board’s current 305(b) report or 303(d) list.
The 2024 Integrated Report is a compilation of region-wide assessments by the San Francisco Bay (Region 1), Los Angeles (Region 4), and Santa Ana (Region 8) Regional Water Quality Control Boards and an assessment of the Sacramento River watershed by the Central Coast (Region 5) by the Regional Water Quality Control Board.

The 2020-2022 Integrated Report is a compilation of region-wide “on-cycle” assessments by the Central Coast (Region 3), Central Valley (Region 5), and San Diego (Region 9) Regional Water Quality Control Boards. The Colorado River Basin (Region 7) Regional Water Quality Control Board conducted “off-cycle” assessments for high priority waterbody-pollutant combinations.
