CERS Quality Assurance Review

The State Water Resources Control Board (State Water Board) goal in providing this guidance is to assist the Unified Program Agencies (UPA) in performing their own CERS data review. Below are the specific quality assurance items from the CERS Facility Tank Data Download Report reviewed by staff during the UPA evaluation. Staff may review all or part of the listings during the evaluation. UPAs should perform a review of their data on an annual basis. Upon request, State Water Board staff will provide training to UPA staff beginning May 2023. Please reach out to staff for training on the review process. This list will be modified periodically. All modifications will be announced in the UST Leak Prevention Monthly Update.

The State Water Board is emphasizing review of single-walled underground storage tank (UST) data discrepancies during evaluations through December 2025 and strongly encourages the UPAs to review and verify the data from all single-walled UST facilities.

  • UST without an installation date.
  • UST without primary containment.
  • UST without overfill protection equipment.
  • UST without period spill containment testing.
  • UST without striker/bottom protector.
  • UST containing motor vehicle fuel without under dispenser containment.
  • UST without continuously monitored under dispenser containment (excluding emergency generator).
  • VPH Systems requiring secondary containment testing.
  • VPH Systems requiring periodic enhanced leak detection testing.
  • VPH Systems identified with single-walled components.
  • UST without secondary containment.
  • UST without periodic secondary containment testing.
  • UST without continuous interstitial monitoring.
  • UST Secondary contained product pipe without a containment sump.
  • UST Secondarily contained pressurized pipe without a line leak detector.
  • UST with contents other than MVF.
