What is a Wastewater Administrator?

Water Code section 13289.5 provides the process for identifying failing sewer systems as a designated sewer system and authorizes the State Water Board to require a wastewater manager or superintendent of a designated sewer system to accept administrative, technical, operational, legal, or managerial services from an Administrator appointed by the Board. A state-appointed Administrator is a person whom the State Water Board has determined is competent and willing to perform the administrative, technical, operational, legal, or managerial services required to address inadequate sewer service for a designated sewer system. An administrator may be any qualified individual, firm, or another sewer service provider qualified to manage, direct, and oversee the operations of a wastewater treatment plant and collection system to ensure proper management, operation, and maintenance of all wastewater activities. The state-appointed Administrator is selected through a solicitation process that ensures the state-appointed Administrator agrees to take on tasks that will be required to ensure the sewer system comes into compliance with applicable sewer and wastewater regulations sustainably into the future.
