Water Measurement and Reporting Regulation Rulemaking

The Water Measurement and Reporting regulation is in Title 23 of the California Code of Regulations, Sections 931-938.

Current Rulemaking Information and Documentation

The State Water Board is developing proposed changes to Title 23 of the California Code of Regulations, Chapters 2.8 (Measuring and Monitoring) and 2.7 (Water Diversion and Use Reports). These changes are being proposed to clarify the language of the regulation and align the information received in response to it with water rights data modernization efforts.

Draft Proposed Regulation Text and Public Workshop

State Water Board staff held an online public workshop on Wednesday November 13, 2024 to present information and solicit public input regarding the draft proposed revisions. The deadline to submit written comments has been extended to 12:00 noon on Monday December 2, 2024.

Initial Rulemaking Information and Documentation

Senate Bill 88 (SB88) was signed by Governor Edmund G. Brown Jr. on June 24, 2015, and codified in Division 2 of the California Water Code, Sections 1840-1841.5. On January 19, 2016, the State Water Board adopted a Resolution to adopt an Emergency Regulation for Measuring and Reporting Water Diversions. The regulation was submitted to the Office of Administrative Law (OAL) for review on March 10, 2016, and approved on March 21, 2016.
