Phase I Municipal Separate Storm Sewer System (MS4) Program
The City of Salinas holds the only Phase I permit (Salinas Municipal Permit) in the Central Coast Region.
Phase II Municipal Separate Storm Sewer System (MS4) Program
The Phase II Final Rule was published in the Federal Register on December 8, 1999. The State Water Resources Control Board (SWRCB) adopted general permits for Phase II Regulated Small MS4s in 2003. On March 10, 2003, operators of Phase II Regulated Small MS4s in the Central Coast Region were first required to obtain permit coverage. The 2003 Phase II Permit has since been replaced by the 2013 Phase II Permit. On March 6, 2014, the Central Coast Water Board adopted the Central Coast Post-Construction Stormwater Requirements (PCRs), replacing the 2013 General Permit post-construction requirements within the Central Coast Region.
