Kaweah Subbasin

NEW! On December 2, 2025, the State Water Resources Control Board (State Water Board or Board) determined that a probationary designation for the Kaweah Subbasin was not necessary and that it would return the subbasin to the Department of Water Resources (DWR) jurisdiction.

On March 2, 2023, DWR determined that the Kaweah Subbasin's July 2022 Groundwater Sustainability Plans (GSPs) were inadequate. DWR's determination temporarily shifted primary regulatory oversight of the subbasin to the State Water Board. The groundwater sustainability agencies (GSAs) for the Kaweah Subbasin submitted two amended draft GSPs for Board staff to review, the first in June 2024 and the second in October 2024, with the final revised GSPs adopted in November 2024.

State Water Board staff reviewed the 2024 Amended Kaweah Subbasin GSPs (documented in the Staff Assessment below) and determined that the Kaweah Subbasin GSAs addressed the deficiencies identified in DWR’s Inadequate Determination and additional issues identified by Board staff.

The State Water Board released a Draft Staff Report in May 2024, which evaluated the Kaweah Subbasin's 2022 Amended Groundwater Sustainability Plans (GSPs). The Kaweah Subbasin GSAs revised their GSPs after staff released this report; see the Staff Assessment above for information about the 2024 GSPs.
