Overfill Prevention Equipment

The State Water Board Evaluation staff utilizes the UST Facility/Tank Data Download to assess whether the CUPA is accepting CERS submittals with incorrectly reported overfill protection methods. The CUPA should verify the following when reviewing over the Overfill Protection Section under Tank Construction on the Tank Information page:

  • The correct overfill protection is being marked based on the UST installation date and construction
  • The overfill protection method cited in CERS matches the method used on the Overfill Prevention Equipment Inspection Report Form

How to obtain and set up the report from CERS

1. Log into CERS and go to Reports

2. Select UST Facility/Tank Data Download

3. Select the jurisdiction from the Regulator drop down and select Generate Excel Report. An Excel document will be downloaded to your computer.

4. Open the excel document and go to the UST Tank & Monitoring Plan Info tab

5. Select row 3 (highlight entire row), go to the Data tab at the top, and then select Filter. You should now see a drop-down arrow (for filtering) in each of the columns.

How to filter the data

1. Find column 435 (Date UST Installed) and filter for the following:

  1. 1/1/1984 through 7/1/2003
  2. Include 1/1/1900

2. Filter column 435 and sort Oldest to Newest.

3. Find column 439 (Tank Use) and deselect any Motor Vehicle Fueling that is pre-July 1987 (under column 439)

4. Find column 464f (Vent Piping Construction) and filter for None. This identifies UST systems with single-walled vent piping.

5. Find columns 452a (Audible/Visual Alarms), 452b (Ball Float), 452c (Fill Tube Shut-Off Valve), and 452d (Exempt) and filter for the following

  1. USTs citing Ball Float only:
    1. 452a: No
    2. 452b: Yes
    3. 452c: No
    4. 452d: No

    1. 452a: Yes

6. Clear filters for columns 452a (Audible/Visual Alarms), 452b (Ball Float), 452c (Fill Tube Shut-Off Valve), 452d (Exempt), 464f (Vent Piping Construction)

  1. Click on the drop-down arrow in the column header
  2. From the drop-down menu, select "Clear Filter from [Column Name]"" (e.g., Audible/Visual, Ball Float, Fill Tube Shut-Off Valve, Exempt)

7. Find column 464k (Riser/Fill Pipe Piping Construction) and filter for None. This identifies UST systems with single-walled riser/fill piping.

8. Repeat Steps 5 and 6, then proceed to Step 9.

9. Find columns 452a (Audible/Visual Alarms), 452b (Ball Float), 452c (Fill Tube Shut-Off Valve), and 452d (Exempt) and filter for the following

  1. USTs citing 'No' for all OPE including exemption
    1. 452a: No
    2. 452b: No
    3. 452c: No
    4. 452d: No

The Evaluation Staff will cross reference the USTs in this section with violation and enforcement data to determine if the CUPA consistently cites or requires correction of construction violations.
