Who is required to enroll?

Both landowners and operators of irrigated land used for commercial crop production are responsible parties that must comply with the Agricultural Order. Both the landowner and the operator are held responsible for discharges of waste from irrigated lands that could affect the quality of surface water or groundwater. Either the landowner or operator must enroll the farm operation and associated ranches in the Agricultural Order. Enrollment is completed by submitting an electronic Notice of Intent (eNOI) through GeoTracker, returning a signed copy of the signature page to AgNOI@waterboards.ca.gov and creating a GeoTracker Responsible Party (RP) account

When to enroll?

All landowners and/or operators must submit an eNOI within 60 days of acquiring control or ownership of a new or existing operation or ranch and prior to irrigation or commencement of farming activities that may cause discharge (including land preparation prior to crop production). The Operator/RP listed on the eNOI is the only person who is authorized to log in to GeoTracker under the RP account.

Already enrolled?

If you are an Operator/RP that has already enrolled, click on the button below to log in to your GeoTracker account.

Need to update your eNOI?

The Operator/RP must update their previously submitted eNOI to reflect any changes to their operation or ranch information within 60 days of changes. All previously submitted eNOI information must be updated electronically through GeoTracker. The Operator/RP listed on the eNOI is the only person who is authorized to log in to GeoTracker under the RP account. Need to provide an employee or consultant access to your GeoTracker account?

The Operator/RP can provide access to an Authorized Responsible Party Agent (Auth RP) for the purpose of reporting ranch information electronically in GeoTracker. The Auth RP is an individual that the Operator/RP consents to providing GeoTracker access to for electronic reporting responsibilities (i.e., farm manager or other employee, agricultural consultant, partner or spouse). The person who acts as an Auth RP must have their own GeoTracker account, separate from the RP’s account, that has a user type of “Authorized RP Agent”.

What is the Auth RP account?

The Auth RP must upload a complete, signed Authorized RP Agent Authorization Form to gain access to ranch information on GeoTracker via their Auth RP account. The Auth RP can use the same account to access multiple ranches from the same operation and/or multiple ranches from different operations. Even when an Operator/RP authorizes ranch access to an Auth RP, they are ultimately responsible for ensuring operation and ranch information is up to date, complete, and submitted on time.

What can an Auth RP do?

The Auth RP can submit electronic data to GeoTracker (including Total Nitrogen Applied (TNA) reporting forms), update ranch information, and request ranch reactivation.

What can’t an Auth RP do?

The Auth RP cannot submit any form that requires the wet signature of the Operator/RP.

Need to terminate your enrollment?

If the Operator/RP no longer owns or operates irrigated land used for commercial crop production and needs to terminate enrollment for that land, the Operator/RP must login to GeoTracker and follow one of the below options:

Terminate an Entire Operation. This option is appropriate when irrigated commercial crop production will permanently cease for all ranches/farms.

  1. Select EDIT OPERATION INFORMATION
  2. Under Section II, select “No” to the question “Is this operation still producing commercially irrigated crops?”
  3. Complete, print and sign the Operation Notice of Termination Form (NOT) Form.
  4. Send the Notice of Termination to AgNOI@waterboards.ca.gov.

Terminate Individual Ranch/Farm. This option is appropriate when irrigated commercial crop production will permanently cease for a specific ranch/farm.

  1. Select [EDIT RANCH INFO]
  2. Under Section VI, select “No Longer Farming at This Ranch,” enter the date farming stopped, and select “Not Returning To this Ranch”
  3. Complete, print and sign the Ranch Notice of Termination Form (NOT) Form.
  4. Send the Notice of Termination to AgNOI@waterboards.ca.gov.

Temporarily Pause Enrollment. This option is appropriate when irrigated commercial crop production will temporarily cease and is expected to resume.

  1. Select [EDIT RANCH INFO]
  2. Under Section VI, select “No Longer Farming at This Ranch,” enter the date farming stopped
  3. Select “Returning to This Ranch,” enter the date farming is expected to resume. Then save changes.

A hardcopy NOT form must be completed, physically signed by the Operator/RP, and received by the Irrigated Lands Program staff to officially terminate an operation or ranch enrollment. The signature on the NOT form must be a wet signature, electronic signatures will not be accepted.
