Division of Financial Assistance - Environmental Review

The Division of Financial Assistance (DFA) ensures that projects receiving funding are in compliance with applicable state and federal environmental laws and authorities.

The Environmental Section includes the Clean Water Environmental Review Unit, the Drinking Water Environmental Review Unit, and the Special Project Review Unit (Drinking Water Supply/Cultural Resources).

The State Water Board is required to comply with the California Environmental Quality Act (CEQA) when funding a project, acting as either the lead or responsible agency.

Environmental Package – Application Guidance

Applicants seeking funding from DFA are required to provide proof of environmental regulation compliance for both planning and construction projects. Planning and Construction applications must be submitted through the FAAST portal - access below.

Important Note: Please do not submit your cultural resources report through FAAST, as the report contains confidential and sensitive information. Submit the cultural report directly to DFA-culturalResources@waterboards.ca.gov.
