SMARTS
Training Information
The 2022 Construction Stormwater General Permit (2022 CGP) requires dischargers to utilize stormwater professionals to effectively develop and implement site-specific Stormwater Pollution Prevention Plans (SWPPP). The California Stormwater Quality Association administers the Construction General Permit Training Program for stormwater professionals to obtain the Qualified SWPPP Developer (QSD) and/or Qualified SWPPP Practitioner (QSP) certifications necessary to comply with the 2022 CGP. More information about the Construction General Permit Training Program may be found on the CASQA website.
California licensed Professional Engineers (Civil) and Professional Geologists or Engineering Geologists may self-register as a QSD/QSP through SMARTS. Other QSD and QSP applicants must register through CASQA, obtain one of the following applicable prerequisites, complete a Trainer of Record led QSD and/or QSP course, and pass the applicable exams to receive a QSD and/or QSP certification.

2022 Construction Stormwater General Permit Road Show
The California Water Boards hosted the 2022 Construction Stormwater General Permit Road Show, a series of informational workshops held across the state, in the summer of 2023. This was an opportunity for dischargers, municipalities, and stormwater professionals to discuss expectations for the new permit requirements, effective September 1, 2023, with State and Regional Water Board staff. The State Water Board received four public comment letters regarding the proposed antidegradation findings in the July 22, 2022 proposed Statewide NPDES Construction Stormwater General Permit.

Overview
After the issuance of the proposed Statewide NPDES Construction Stormwater General Permit Reissuance on March 30, 2022, and the subsequent staff-led public workshop on April 12, 2022, and the State Water Board workshop on April 19, 2022, the State Water Board authorized a 30-day public comment period to address four distinct categories. The State Water Board received 14 public comment letters with 88 individual comments from interested parties and stakeholders regarding the permit reissuance.

Overview
After the issuance of the draft Statewide NPDES Construction Stormwater General Permit Reissuance on May 28, 2021, the State Water Board received public comments from interested parties and stakeholders regarding the draft permit. The State Water Board received 75 public comment letters with an estimated 1200 individual comments.

On September 2, 2022, a California Coastkeeper Alliance representative contacted Board Members Joaquin Esquivel, Dorene D’Adamo, Sean Maguire, Laurel Firestone, and Nichole Morgan to discuss concerns regarding the Ventura River Algae TMDL.
